अमेरिकी प्रतिबंधों से रिलायंस की रूसी तेल खरीद पर असर
अमेरिका की ओर से रूस की दो सबसे बड़ी तेल कंपनियों पर लगाए गए नए प्रतिबंधों का असर भारत की रिलायंस इंडस्ट्रीज लिमिटेड (RIL) की कच्चे तेल की खरीद पर पड़ सकता है। रिलायंस , जो रूस से भारत की कुल 1.7 मिलियन बैरल प्रतिदिन आयात का लगभग आधा हिस्सा खरीदती है। इसे अब अपनी तेल खरीद रणनीति पर पुनर्विचार करना पड़ सकता है, क्योंकि वह सीधे रूस की कंपनी रोजनेफ्ट से कच्चा तेल खरीदती है।

वहीं, सरकारी तेल कंपनियों के लिए फिलहाल बड़ा झटका नहीं दिख रहा है। सूत्रों के मुताबिक, इंडियन ऑयल, भारत पेट्रोलियम और हिंदुस्तान पेट्रोलियम जैसी सार्वजनिक क्षेत्र की इकाइयां (PSUs) अपने अधिकांश सौदे यूरोपीय ट्रेडर्स के माध्यम से करती हैं, जो अमेरिकी प्रतिबंधों के दायरे में नहीं आते। इन कंपनियों ने बताया कि वे अनुपालन जोखिमों का आकलन कर रही हैं, लेकिन निकट भविष्य में रूसी तेल की आपूर्ति को पूरी तरह रोकने की संभावना कम है।
रिलायंस और रोसनेफ्ट का समझौता
रिलायंस ने दिसंबर 2024 में रूस की कंपनी रोसनेफ्ट के साथ एक सावधिक समझौते पर हस्ताक्षर किए थे, जिसे अब मंजूरी मिल गई है। इसके तहत वह 25 वर्षों तक प्रतिदिन 5,00,000 बैरल रूसी तेल आयात करेगी। यह बिचौलियों से भी तेल खरीदती है।

अमेरिकी वित्त मंत्रालय के विदेशी संपत्ति नियंत्रण कार्यालय (ओएफएसी) ने ओपन ज्वाइंट स्टॉक कंपनी रोसनेफ्ट ऑयल कंपनी (रोसनेफ्ट) और लुकोइल ओएओ (लुकोइल) पर और अधिक प्रतिबंध लगा दिए हैं। ये रूस की दो सबसे बड़ी तेल कंपनियां हैं जिन पर ट्रम्प प्रशासन ने यूक्रेन में क्रेमलिन की “युद्ध मशीन” को वित्तपोषित करने में मदद करने का आरोप लगाया है।
